Walking distance to the terminals and full of restored historic properties. The natural choice for a passenger who wants to be near the ship.
Seawall Boulevard
The beachfront hotel run, ten minutes from the port and heavily booked by cruise passengers arriving the day before.
Houston and Hobby Airport
Fifty miles inland. A large share of Galveston passengers fly into Houston and sleep there, which puts them well outside any Galveston florist range.

Most search results for florists near a cruise port are national order-gathering sites that pass the order to whoever will take it, which is exactly the arrangement that fails on a sailing morning.
If the ship has already sailed
Galveston sailings leave in the afternoon and the island empties. There is no mechanism to reach the ship afterwards, and no line here will forward a gift to Cozumel or Costa Maya for you. Assume the cost is sunk.
